New White Paper Provides Important Overview of SAFe® 4.5

Community News SAFe Updates

Hello folks,

We are pleased to announce the release of the ‘SAFe 4.5 Introduction’ white paper. It can be downloaded here.

The white paper provides a high-level overview of the Scaled Agile Framework® and describes its core values, principles, practices, and strategy for implementation.

The white paper also introduces the four new configurations of SAFe: Full SAFe, Large Solution SAFe, Portfolio SAFe and Essential SAFe—which is the basic building block for all other SAFe configurations and describes the most critical elements needed to realize the majority of the Framework’s benefits.

The new white paper should be helpful in several ways:

  • Support an initial level of education for leaders, managers, and executives to help them reach the tipping point for SAFe adoption, and inspire them to learn more in a Leading SAFe class
  • Prepare students in the basics of SAFe prior to taking a course (e.g. Implementing SAFe with SPC certification, Leading SAFe, etc.)
  • Provide a high-level review of SAFe concepts to help students prepare for various certification tests

We hope you find this new white paper to be a valuable resource. Please tell us what you think by replying to this post below.

Always be SAFe,
–Richard Knaster and the Framework Team

I am not able to download white paper on SAFe 4.5. Looks like link is not active.

As we have implemented SAFe in our company, I am interested in learning more about 4.5 changes.

      Hi Raj:

Where did you try to access the whitepaper from, so we can fix the referring page?

The whitepaper can be downloaded from the More Guidance menu on this site. There is a link to the SAFe white paper and the What’s New in SAFe article. On this same menu is a link to the Essential SAFe article as well.

In the on-line documentation it states that a capability within the Solution Level should be completed within a PI. I don’t remember in my class them stating a capability was to be completed within a PI. They did state a feature should be completed within a PI. One other question, are there still EPICs at the Solution and Program level?

    Thank you,

    Kathy Parent

      Hi Kathy:

      Good questions.

Program and Large Solution Level Epics
Yes, there are still program and large solution epics. We removed them from the Big Picture to remove visual clutter since they are used less often than Portfolio Epics. There are two types of epics: business epics and enabler epics, each of which may occur at the Portfolio, Large Solution, and Program Levels. The epic article primarily describes the definition, approval, and implementation of portfolio epics. Solution and program epics follow a similar pattern (See

Capabilities should fit within a PI (see and search for “Are sized to fit in a PI”
